Ohio Senate Votes Unanimously to Provide ID, Crucial Documents to Ohioans Returning From Incarceration
Columbus, OH – Yesterday, the Ohio Senate unanimously approved Senate Bill 198, a measure that will require the Ohio Department of Rehabilitation and Corrections (ODRC) to provide eligible incarcerated Ohioans with identification and other crucial documents near the end of their term of imprisonment prior to release. Experts point to a lack of documents such as identification as a barrier to obtaining housing and employment after incarceration.
When individuals leaving incarceration lack identification, they cannot fill out a job application and employers cannot process their paperwork. This bill will benefit employers and those leaving incarceration alike.
“Many people who serve their time in prison are ready to put it behind them by the time they get out. They’re ready for that second chance, they’re ready to work, and they’re ready to provide for themselves and their families again,” said Justice Action Network Policy Manager Jenny Catchings. “To us, Senate Bill 198 is what impactful legislation is all about: establishing data-driven, commonsense policies that increase workforce opportunities and reduce recidivism by making it easier for people to stay on the right path.
“We’re thankful to Chair Lang and Chair Manning for their leadership on this important issue, and are happy to have provided input and guidance on the bill in its development stages. This is a priority issue for JAN, and we’re thrilled to see Ohio leading by advancing this smart bipartisan legislation. We look forward to the House taking up this bill and continuing the effort to get more Ohioans back to work.”
The bill now heads to the House for consideration following the legislative summer break.
